This project aims to address key issues in Public Finance Management (PFM), Governance of State-Owned Enterprises (SOEs), Public-Private Partnerships (PPPs) and the financial sector in Angola, aligned with the government's priorities and with other initiatives from international partners.

More specifically, the PPP component of the AGEPI project’s expected output is that the financial governance of PPPs in Angola is enhanced. The PPP National Directorate (DN PPP) of the Ministry of Planning is one of the main beneficiaries of the technical assistance provided under the PPP component of the AGEPI project.

The DN PPP is currently supported to equip itself with tools to carry out its missions and guide the selection of PPP projects by a key expert mobilized by Expertise France through three work streams: pipeline instruction and methodology, prefeasibility study.

As part of the methodological toolbox being developed, the DN PPP thinks it is essential that PPP projects consider climate resilience (adaptation and mitigation) as an integral part of their planning, preparation, transaction and implementation in order to minimize negative impacts on the infrastructures covered by PPPs and the environment and ensure their long-term sustainability and would like to develop guidelines to integrate these issues at every step of a PPP project.

Climate change is one of today's most pressing issues, requiring preparation and response at all levels.

In Public-Private Partnership (PPP) projects, climate resilience refers to the ability of infrastructure to adjust and recover from climate-related extreme events, such as natural disasters and unfavorable climatic phenomena.

This implies adaptation actions, such as the construction of more robust structures in line with sustainable urban planning.

The overarching objective of climate resilience in PPPs is to mitigate the impacts of climate change and enhance the adaptive capacity of communities and infrastructures.

These projects are driven by collaborations between the public and private sectors, aiming to reduce community vulnerability and promote environmental sustainability through the implementation of mitigation and adaptation measures. In the context of implementing PPP projects, resilience can be incorporated in various ways.

For instance, climate resilience can be integrated into project design, ensuring that projects are resilient to and adapt to climate change.

In addition, economic resilience can be factored in, ensuring that projects remain financially viable and can withstand economic fluctuations.

The incorporation of resilience is pivotal in enhancing the bankability of PPPs, thereby facilitating access to an expanding market for green finance.

Projects can cover various sectors such as water, transport, energy, sanitation, public lighting, roads, ports, etc.

The profile sought is that of an international or a local expertise, which must meet the following criteria:•           Master's degree (bac +5) or engineering diploma or equivalent qualification in the fields of environmental sciences, ecology, or a related field.•           At least 10 years of relevant experience, with proven references in the field of PPPs and climate change.•           Good command of English (Portuguese would be a plus).•           Experience in comparable countries, including sub-Saharan Africa.
